Topic: The D-21 was developed for and operated by the Central Intelligence Agency and the Air Force under a veil of extreme secrecy. The program was not made public until long after the it had ceased to exist as a viable national reconnaissance asset. The D-21 program was brought to life in response to the decision to discontinue U-2 flights after the loss of Gary Powers's U-2 on May 1, 1960.
